Notary Chamber Continues To Cooperate With The Students

The Memorandum of Cooperation was concluded between the Notary Chamber of Georgia and the Georgian Institute of Public Affairs (GIPA). The Memorandum was signed by the Chairman the Notary Chamber, Ms. Nino Khoperia and Rector of the Institute of Public Affairs (GIPA), Ms. Marine Ioseliani.

The cooperation aims to assist the students for obtaining high-quality legal education, holding the lectures and workshops, passing the practical training in the Notary Chamber and Notary Offices.

Ms. Nino Khoperia introduced the recent changes made in the notary system to the students of the faculty of International Law of the Georgian Institute of Public Affairs (GIPA). In particular: the Ministry of Justice actively took measures for depoliticizing the Notary Structure and their activities since the end of 2012. A new service, alternative and modern way of dispute resolution - Notary Mediation became effective from 2013. This service became one of the leading components of the land registration reform in 2016. In addition, an electronic database of persons recognized as supporters by the court was established which is constantly updated. The service “Online Consultation with a Notary” was introduced. Since 2014, all Citizens can perform all necessary transactions in the notary office and register their property in the Public Registry; the service “free phone legal advice from the notary” was introduced; the standards of Citizens’ service were developed; there was created an electronic registry of terrorists and persons supporting terrorism;  the rebranding of Notary Chamber was implemented, an advertising campaign: “I Trust the Notary” has begun.  In 2015 the notary service started in the rural public centers. Each newly appointed notary is obliged to serve the first 3 years in a mountainous or such region where the notary service is not adequately accessible. As a result of reforms the notary services are now accessible there, where it has never been or did not exist for a long period of time.

The Notary Chamber of Georgia actively cooperates with Higher Education Institutions of Georgia. The students of the faculty of Law of other Universities have already passed three-month training practices in the notary offices.
